Karen Street produces a thoughtful blog titled A Musing Environment. In a recent post, she makes a case for increasing energy R&D – Increase R&D, don’t cut it. I generally agree that there is a need for more development of high payoff energy technologies with certain focused research efforts to solve known problems. Unfortunately, most government agencies have a poor record of obtaining value from their research efforts. It takes a special kind of technical leadership to separate the wheat from the chaff and the good ideas from the wacky dreams. My experience in numerous government projects has not given me confidence that there is a wealth of talent available to provide that kind of leadership.
