On account of the “vocal minority” Prof. Thomas mentioned, part of the problem in Japan specifically is that historically the central government has placed nuclear plants in backward regions that got almost nothing back from it. The sentiment is that the central government, on top of being generally negligent to residents of such areas, adds insult to injury by dumping such unwanted projects on them. Also the current right-wing government is a big supporter of the plants, and they have managed to anger or put off pretty much everyone with a passing interest in social justice issues, so politically it’s hard to support nuclear power here when it means siding with the government.
